The Center for Legal Research and Services was established by Vietnam National University in Ha Noi under the Law Faculty, Hanoi National University with a mandate to link legal education and research with the practice of law through applied researchs and provision of legal services. LERES's operation license was granted by the Ministry of Sciences, Technologies and Environment in accordance with Government Decree No. 35/CP on the management of scientific and technological activities.

 

Areas of operation and objectives 
According to its Rules of operation and organization, LERES works in the following main areas:
  • The study of legal sciences 
  • Enhacing legal knowledge 
  • Legal consulting and legal aid 
  • Establishing a database of legal information . 
LERES's objectives:
  • To enhance legal awareness and legal knowledge of different social segments 
  • To provide legal services for poverty reduction and national development 
  • To fast track the international integration of Vietnam 
  • To enhance demecracy and creat a civilized and equal society 
  • To contribute to building a Socialist Sate ruled by law .

Development History 

 

In the middle of 1990s, originating from an idea to undertake legal research and apply legal theories and researches to reality, Dr. Nguyen Cuu Viet and Dr. Hoang Ngoc Giao together with various collaborators started with procedures to etablish the Center for Legal Research and Services (LERES).
In January 1997, Vietnam National University , Hanoi , decided to establish LERES under the University of Social Sciences and Humanities, Vietnam National University , Hanoi .
In 1999, the Law Faculty of the University of Social Sciences and Humanities was upgraded up to the Faculty subordinated directly to the National University , and in 2000, LERES was transferred from the University of Social Sciences and Humanities to the position under the Law Faculty of Vietnam National University.
LERES has now 12 permanent staff (when it started there were only 4), of which 2 hold doctoral degrees, and 3 hold master degrees. The rest are bachelors of Laws, with some studying for a master degree and all staff have at least three-year working experience.
In addition to these highly qualified staff, LERES has a large number of collaborators (over 100 people) who are currently working as experts in the Government office, Office of National Assembly, Supreme Court, Supreme Procuracy, Research Institutes, Universities, legal firms and major corporations.
 
With such human resources, LERES has completed a great deal of works. By 30th of August 2002, works have been successfully done includes:  
  • More than 30 legal training courses for over 3000 heads of villages , local governments and womens unions officials in HaTay , Hoa Binh , Hai Duong , Nam Dinh , Quang Ninh , Thai Nguen , Nghe An , Ninh Binh ...
  • 03 legislative knowledge and skills training courses for 60 staffs of National Assembly Office .
  • 06 knowledge and skills training courses for 180 deputies of provincial Peoples Coucil Nationwide .
  • 02 courses of Introdution to Vietnamese legal system for Australian law students . 
In addtion to that , up to 2005 , with the objectives to support and assist legal services for the poor , Leres has been : 
  • Providing free legal consultancy for more than 2000 people .
  • Produced and disseminated thousands of legal information pamphlets , workshop brochures , legal manuals with different topics .
Besides , LERES also puts much attention to : 
  • Providing consultancy on institutional development , administrative reform .
  • Providing legal consulting services for enterprises , corporation and individuals . 
Aside from all above, LERES is also the first choice for the law students to study on probation where they have a chance to work in practice, applying the theories into real situations as well as learning office skills such as drafting documents, managing records. . . Up to now, there have been 100 students choosing LERES as their probations position. Besides, the Center is welcome to all the volunteers, even from abroad. There have been 4 foreign volunteers untill now.

Main Current Activities 

 

Researches:  

 

 

 

 

 

Conducting researches on Vietnam law as requests of domestic as well as foreign organizations. Up to now, LERES has implemented three research  programmes:
  • Indigenous norms in relation to Vietnamese Civil Law -- co-operation with CALS ( Center for Asia Law Studies - University of British Columbia ) - supported by SEAFILD -CIDA .

  • Joint research on Comparative Law - the two year research programme of Law School , Deakin University , Melbourne , Australia support by Australia Studies Council .

  • Research on Land Consolidation Programme - collaboration with Vietnam Agriculture Science Institute and Planning Institute of Agricultural Design in rural areas funded by World Bank in Vietnam .

 

Legal dissemination:

 

 

 

 

 

This is a very successful activity that has been achieving highly domestic and international evaluation. It is carried out through various ways such as forums, seminars, mass media, publishing legal information pamphlets and handbooks in nationwide. 
  • For legal propaganda activity , LERES has been holding bunches of legal forums to the people , providing them chances to directly exchanges to the experts their questioning legal problems in everyday life . Up to now , LERES has held more than 70 forums in the whole country . 

  • In addition , LERES also publishing free legal information pamphlets and handbooks to all the people that are interested . Up to now , the number of free pamphlets and handbooks has reached tens of thosand papers . These materials that are released not only in Hanoi but also in most of the country have obtained highly appreciation and played an inportant role in legal proganda and education ( list of pamphlets and handbooks at Publication Page ) .  

 

Improving legal knowledge: 

 

 

LERES usually holds Improving and advancing legal knowledge and skills classes to units and organizations having requests; Vietnam law system Introduction classes to foreigners in Vietnam; Improving skills to local government cadres and enterprises (in detail at Activities page).

 

Legal consulting:

 

One of the main activities of LERES, that is relatively abundant and diversiform, not only in common legal consulting field but also in evaluating the effect of applying legal projects, hunger elimination and poverty reduction programme as well as Vietnamese institution (in detail at Activities page).
